The Institute of Singapore Chartered Accountants (ISCA) has signed a memorandum of understanding (MoU) with China’s Guangdong University of Foreign Studies (GDUFS) to expand cross-border cooperation in accountancy education and professional development.
The partnership, signed in Singapore during the 16th Singapore-Guangdong Collaboration Council meeting, will run for five years.

ISCA president Lee Boon Teck said: “Our partnership with GDUFS is about building stronger links between Singapore and Guangdong in accountancy education and talent development.
“By connecting students with professional pathways, networks and industry exposure and opportunities in Singapore, we hope to equip the next generation of accountancy professionals with the capabilities and international exposure ready to contribute in an increasingly interconnected business environment.”
Under the agreement, GDUFS will apply for Singapore Chartered Accountant Qualification (SCAQ) accreditation for its accounting, auditing and financial management programmes.
If accreditation is granted, graduates from these programmes will receive fee waivers for five SCAQ Foundation Programme modules.
They may then work to receive the Chartered Accountant of Singapore, or CA (Singapore), designation by completing the remaining SCAQ requirements.
The arrangement also connects GDUFS students with the ISCA and the wider accountancy sector through professional networks, events and related activities.
Those pursuing the SCAQ will also receive study assistance, access to ISCA publications, scholarship opportunities, and recommendations for internships and job matching.
The ISCA and GDUFS will additionally work together on guest lectures, seminars, and workshops for students, faculty members and alumni.
The professional learning component will cover ISCA specialisation programmes in financial forensics and sustainability, as well as online subscription-based learning platforms for accounting professionals.
