
The Ghanaian government has earmarked approximately 48m cedis ($3.26m) in the 2025 budget to enhance the skills of more than 3,200 public financial managers and accountants, reported Ghana News Agency.
This initiative is part of a broader strategy to comply with international public sector accounting standards (IPSAS), improve digital reporting, and uphold internal audit standards, stated Finance Deputy Minister Thomas Ampem Darko.
Darko outlined the government’s commitment to President John Mahama’s agenda for digitisation and fiscal accountability at a two-day conference held at Ho Technical University’s auditorium.
The 2025 Annual Conference of the Controller and Accountant General Department (CAGD), themed “Enhancing Public Financial Management Excellence,” drew professionals from across the nation.
Darko stated: “This forms part of our broader policy of building a digitally competent and ethically grounded public workforce.”
He further highlighted the ministry’s focus on cost-saving methods, including a collaboration with the CAGD to develop a digital treasury dashboard.

Additionally, Darko stressed the importance of restoring public trust.
He detailed efforts to bolster payroll integrity through the rollout of an integrated payroll and personal database’s second phase, which could save the public purse an estimated 300m cedis annually by eliminating ghost workers.
Furthermore, the Ministry is launching a new Electronic Assets and Liabilities Declaration System in partnership with the Commission for Human Rights and Administrative Justice and the Audit Service to enhance transparency and accountability among public officers.
This investment in accountancy training follows the induction of 100 new members into the accounting profession by the Association of Chartered Certified Accountants Ghana in February 2025.
