The Board of Trustees of the Financial Accounting Foundation (FAF) has announced the appointment of Robert Bland, Chris Clarke, John Liszewski, Michelle Watterworth, and Robert (Rob) Weber to the Governmental Accounting Standards Advisory Council (GASAC).

In addition to the five newly named members, the FAF Trustees reappointed ten members: Karen Carraher, Joni Davis, Scott DeViney, Ricky Hatch, Zachary Q. Jackson, Anita Kovacs, Suzanne Lowensohn, Harriet Richardson, Robert B. Scott, and Karen Wiesman. Earlier this year, the Trustees announced their appointment of GASAC Chair Elizabeth Pearce to the role of FAF Trustee. The Trustees also appointed Rob Hamilton as the GASAC chair to replace Ms. Pearce.

The GASAC advises the Governmental Accounting Standards Board (GASB) on strategic and technical issues, project priorities, and other matters that affect standards setting. Members of the GASAC are responsible for consulting with the GASB on technical issues on the Board’s agenda, project priorities, matters likely to require the attention of the GASB, selection and organisation of task forces, and such other matters as may be requested by the GASB or its chair.

Commenting on this, FAF Board of Trustees chair, Edward C. Bernard, said: “On behalf of the FAF Board of Trustees, it is a pleasure to welcome our new GASAC members, who will play an important role, providing the GASB with diverse and varied perspectives on projects and other agenda items.

“We would also like to thank the departing members for their time, expertise, and contributions to the standards-setting process and to extend a special thank you to Elizabeth Pearce, who was appointed to the FAF Board of Trustees and will complete her service as GASAC chair this year.”

The new GASAC members will serve a two-year term and are eligible to be reappointed for up to two additional consecutive terms. They are:

  • Robert Bland, PhD, Endowed Professor of Local Government, Department of Public Administration, University of North Texas
  • Chris Clarke, JD, Legislative Post Auditor, Kansas Legislative Division of Post Audit
  • John Liszewski, Commissioner of Finance, City of Yonkers
  • Michelle Watterworth, CPA, Partner, Plante Moran, PLLC
  • Robert Weber, Vice President/Senior Analyst, Moody’s Investors Service.

Members being reappointed to a second two-year team are:

  • Scott DeViney, Assistant Director of Quality Assurance, Office of the Washington State Auditor  
  • Zachary Q. Jackson, State Budget Director, Indiana State Budget Agency
  • Anita Kovacs, Vice President of Business Affairs, Pensacola State College (FL)
  • Suzanne Lowensohn, Associate Professor, Master of Accountancy Program Director, The Grossman School of Business, University of Vermont
  • Harriet Richardson, Inspector General, Bay Area Rapid Transit
  • Robert B. Scott, Executive Director of Administrative Services, Town of Prosper, TX. 

Members being reappointed to a third and final term are:

  • Karen Carraher, Executive Director, Ohio Public Employees Retirement System
  • Joni Davis, Accounting Manager, Nebraska Public Power District
  • Ricky Hatch, County Clerk/Auditor, Weber County, Utah
  • Karen Wiesman, Associate Superintendent, Business and Financial Services, Mansfield Independent School District, Texas (retired).

Five members will depart from GASAC on December 31, 2023: Elizabeth Pearce, current GASAC chair; Thad Calabrese, Associate Professor, Robert F. Wagner Graduate School of Public Service, New York University; Douglas Kilcommons, Managing Director of the Public Finance Sector, Kroll Bond Rating Agency; Angus Maciver, Legislative Auditor, State of Montanaand Kevin Smith, Managing Partner for Public Sector Services, Crowe.
