The Organisation of English-speaking African Supreme Audit Institutions (AFROSAI-E), the Regional Council for Training of Supreme Audit Institutions in Sub-Saharan Francophone Africa (CREFIAF), and the International Organisation of Supreme Audit Institutions (INTOSAI) Development Initiative (IDI) have signed a memorandum of understanding to improve the performance of struggling supreme audit institutions (SAIs) in Africa.

The agreement for 2018 to 2023 stated that strategic management support would be provided to SAIs in 2018 and 2019, in particular for SAIs that struggle with developing capacity development programs, or politically unstable environments. The SAIs included in the initiative are; The Democratic Republic of the Congo (DRC), Madagascar, Guinea, Togo and Niger (French-speaking, CREFIAF members), Eritrea, Zimbabwe, Sierra Leone and Gambia (English speaking, AFROSAI-E members).

The partnership is planned in two phases; first, two years to clarify strategic priorities and establish long term project proposals, and second, to consider the different types of support to offer over several years depending on requests and resources.
