The Hong Kong Institute of Certified Public Accountants (HKICPA) has announced that past president Roy Leung, four Council members, and five other HKICPA members have graduated from the Ministry of Finance’s (MoF) “High-level Finance and Accounting Talent Quality Improvement Project.”  

This finance and accounting talent training in Hong Kong marks an advancement in participation in national high-level professional development initiatives, HKICPA stated.

The project, known as the Third cohort of Young and Middle-aged Talent Cultivation – CPA Class, aims to enhance participants’ professional expertise and broaden their perspectives.  

The four Council members who graduated alongside Roy Leung are Frank Lam, Michael Li, Charbon Lo, and Parco Wu.  

The Ministry of Finance of the People’s Republic of China established this project in 2022.  

It was centrally managed by the Ministry, with administrative support from the Chinese Institute of Certified Public Accountants.

The Shanghai National Accounting Institute coordinated the training activities. 

For the first time, the Hong Kong Association of Accounting Advisors led the selection process for Hong Kong participants.  

Recommendations also came from the Liaison Office of the Central People’s Government in the HKSAR.  

In total, ten representatives from Hong Kong were chosen to join thirty-five other accountants from different parts of China. 

The selected participants attended lectures, visited field sites, and took part in various educational activities held across ten cities in Mainland China, such as Shanghai, Beijing, and Xiamen.  

The programme also involved debates, presentations, and case analysis competitions for all attendees. 

After three years of study that started in 2022, participants attended a graduation ceremony for the Third Cohort at Xiamen National Accounting Institute on 3 December.  

Since 2005, this initiative has offered training to financial and accounting professionals focused on deepening technical skills and providing broader strategic perspectives. 

The project aims to encourage continued connections and knowledge sharing among professionals across both regions. 

HKICPA has expressed a hope that more members will take part in future rounds of the Young and Middle-aged Class. 

HKICPA President Stephen Law said: “The HKICPA has been committed to promoting exchanges between the accounting professions in Hong Kong and the Chinese Mainland. The HKICPA members are privileged to participate in the Ministry of Finance’s talent development program, learning alongside their Mainland counterparts, which fully demonstrates the nation’s emphasis on Hong Kong’s accounting profession.  

“Through participating in courses that integrate theories and practices, I believe that the participants have not only enhanced their professional competence but also deepened their understanding of national development, injecting new impetus into the integrated development of the accounting professions in Hong Kong and the Chinese Mainland, and working together to contribute to the high-quality economic development of Hong Kong and the nation.” 

In June 2025, HKICPA renewed its mutual recognition agreement (MRA) with the Association of Chartered Certified Accountants (ACCA).

Since 2000, this partnership has supported career progression for accounting professionals by improving professional mobility and expanding opportunities.
