The Institute of Singapore Chartered Accountants (ISCA) and the Shanghai Institute of Certified Public Accountants (SHICPA) have entered a Memorandum of Understanding (MOU) to enhance the international development of the accountancy profession.
This agreement aims to support closer ties between the accounting communities of Singapore and China, promoting professional competencies and adherence to international business practices.

Through this partnership, both institutes will jointly organise the “Singapore Intensive Training Programme” for more than 20 accounting practitioners from Shanghai.
The programme, conducted by ISCA, is designed to elevate their professional skills, encourage cultural integration, and support cross-border investment cooperation, contributing to “global sustainable development goals”, highlighted the Singaporean accountancy body.
The MOU is part of a larger initiative by ISCA to expand its global presence and collaborate with other professional accountancy bodies and educational institutions.
Earlier in 2025, ISCA also signed agreements with Xi’an Jiaotong-Liverpool University and Nanjing University of Finance & Economics, furthering its international outreach.

The signing of the MOU, which took place during an official visit by SHICPA to Singapore, was officiated by Judy Ng, vice president of ISCA, and Fang Yifeng, vice president of SHICPA.
ISCA vice-president Judy Ng said: “This collaboration with SHICPA reflects ISCA’s ongoing commitment to raising professional standards and strengthening global ties within the accountancy profession. By sharing knowledge and expertise across borders, we not only support the development of individual professionals, but also contribute to the resilience and competitiveness of our firms and economies.”
SHICPA vice-president Fang Yifeng said: “We are pleased to partner with ISCA to offer our members the opportunity to gain global perspectives and practical insights in Singapore. This programme represents a meaningful step in strengthening people-to-people ties and fostering professional exchange between Shanghai and Singapore, which are both important financial centres in the region.”
In April 2025, HELP University in Malaysia partnered with ISCA to offer new educational opportunities for students, aiming for careers in accounting.
